Compliance rules in Phasmotic products are operator-curated and version-controlled, not auto-generated. When a state or platform changes a rule, an operator updates the pack, and every downstream execution uses the new version. Old decisions stay frozen at the version that was active when they ran — so a 2026 audit of a 2025 post checks against the 2025 rules.
